Ashgabat was the capital of Turkmen SSR and in 1991 it became the capital of independent state of Turkmenistan, rich in oil and gas. Its government have decided to build a new city by the foot of a hill south of the Iranian border, forming the new administrative center of the country. The project advocates for the principles of flexible and sustainable urban development, the concept of the city is constructed based on experiences of coping with snow accumulated from centuries of snowmelt resulted in flooding, the know-hows of its conservation and irrigation, and of its reallocation in dealing with the summer drought.
